Bogatyr Coal LLP supplies coal to the power plants of the Samruk-Energy JSC Group of companies and third parties located both in Kazakhstan and Russia, on market terms. The coal mines of Bogatyr Coal LLP are located 35 km from Ekibastuz GRES-1 LLP and 53 km from Ekibastuz GRES-2 JSC (distance by rail), which allows minimizing coal transportation costs for the Samruk-Energy JSC Group of companies. Most coal-fired power plants in Kazakhstan use the KSN-300 coal grade produced by Bogatyr Coal LLP.

Bogatyr Coal LLP mines KSN grade coal with an average calorific value of ~4,000 kcal/kg, ash content ~43%, moisture ~5%. The enterprise supplies energy coal for generating facilities of the domestic market of the Republic of Kazakhstan and exports to the Russian Federation, as well as supplies household coal to the domestic market. Coal for Kazakhstan’s thermal power plants is sold under direct supply contracts, for Russian thermal power plants – through a trader. Household coal is sold through commodity exchanges³⁰.

Bogatyr Coal LLP holds the subsoil use right for coal mining at the Ekibastuz coal deposit within the Bogatyr and Severny open-pit mines in Pavlodar region of the Republic of Kazakhstan under Contract No.975 dated 29 June 2002. The Bogatyr open-pit, commissioned in 1970, is mining coal reserves in fields 5, 6, 9, 10. As of 1 January 2025, the pit depth reached 300 m from the surface (bottom elevation minus 100 m according to the Baltic height system).

The Severny open-pit was commissioned in 1955, coal is mined in fields 1, 2, 3, 4. As of 01.01.2025, the pit depth reached 260 m from the surface (bottom elevation minus 60 m according to the Baltic height system).

The balance coal reserves of Bogatyr Coal LLP as of 01.01.2025 amount to about 2.45 billion tonnes, including 1.2 billion tonnes at the Bogatyr open-pit mine and 1.25 billion tonnes at the Severny open-pit mine.

Almaty Electric Stations JSC is a generating enterprise producing thermal and electric energy and supplying all consumer groups in Almaty city and the Almaty region. It covers about 70% of the needs of the city and region. AlES JSC is included in the Republican section of the state register of natural monopoly entities as a natural monopoly entity for the production and supply of heat and electricity for the Almaty region and Almaty city.

AlES JSC includes:

• CHPP-1 named after B. Orazbayev, CHPP-2 named after A. Zhakutov, CHPP‑3 – heat and electricity generation;
• Kapshagai HPP named after Sh. Chokin and Cascade HPPs – electricity generation;
• Western Thermal Complex (WTC) – heat generation;
• Production and Repair Enterprise Energoremont (PRP);
• Fuel Reception and Unloading Center (FRUC).

Ekibastuz GRES-1 named after Bulat Nurzhanov LLP is a condensing-type thermal power plant with a design capacity of 4,000 MW, including eight power units of 500 MW each. The station is located on the northern shore of Lake Zhegel’dy, 16 km north of Ekibastuz city. It is the largest thermal power plant in the country operating on solid fuel from the Ekibastuz deposits, the main power generating enterprise of the region, and one of the largest coalfired power plants in the world.

Station Ekibastuzskaya GRES-2 JSC is a thermal power plant with an installed capacity of 1,000 MW (two power units of 500 MW each) and the world’s tallest chimney – 420 meters, listed in the Guinness Book of Records. The main fuel is high-ash coal from the Ekibastuz coal basin.

Shardara hydropower plant with an installed capacity of 126 MW, with four units, is located in the middle reaches of the Syrdarya River and is the closing HPP of the Naryn-Syrdarya cascade. The main purpose of the hydro complex is to provide irrigated agriculture, the water regime is set by the Committee for Regulation, Protection and Use of Water Resources of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan, electricity is consumed in the Turkestan region. In Q1 2025, Shardara HPP JSC was transferred to the asset structure of Qazaq Green Power PLC.

Ust-Kamenogorsk HPP is a hydroelectric power plant on the Irtysh River, located in the city of Ust-Kamenogorsk, East Kazakhstan Region. It is a part of the Irtysh HPP cascade, being its second, middle stage. Main function – generation of electric power and compensatory regulation of Irtysh river flow. In Q1 2025, AES Ust Kamenogorsk HPP LLP was transferred to the asset structure of Qazaq Green Power PLC.

Shulbinsk HPP is located 70 kilometres from the city of Semey, is the third station in the Irtysh HPP cascade and the largest HPP in Kazakhstan in terms of installed capacity.

Main function – electricity generation; designed for compensatory regulation of the Irtysh River flow, accumulation of the Ulba and Uba Rivers runoffs, providing spring flooding of floodplain meadows of Pavlodar region. In Q1 2025, AES Shulbinsk HPP LLP was transferred to the asset structure of Qazaq Green Power PLC.

A joint stock company engaged in organisational and management activities

Bukhtarminskaya HPP is an economical hydroelectric power plant in terms of both the specific volume of work and the cost of electricity production. The installed capacity of the HPP is 675 MW, and electricity generation for the reporting period amounted to 3,179,770 thousand kWh. The station provides coverage of peak loads in the power system of the Republic of Kazakhstan. In 2002, the Bukhtarma Dam was recognised as the best in the world in terms of concrete quality indicators. Currently, Bukhtarminskaya HPP is under lease.

Qazaq Green Power PLC was established on November 4, 2022, with the aim of facilitating the modernization of existing and construction of new generating capacities, introducing new technologies in the energy sector, improving the efficiency of power systems, implementing investment projects of the Republic of Kazakhstan, as well as conducting energy-saving policies and ensuring environmental safety of energy facilities.

Moynak HPP is located on the Sharyn River in the Kegen district of Almaty region. The station was built within the framework of the State Program for Accelerated Industrial and Innovative Development and in accordance with the Electricity Development Program of the Republic of Kazakhstan until 2030. The HPP successfully contributes to reducing the electricity deficit in the Southern zone of the Unified Energy System of Kazakhstan (Almaty, Zhambyl, Kyzylorda, and Turkestan regions), covers peak loads, and participates in power regulation in the energy system. Modern technological equipment ensures maximum automation and stability of the electricity generation process. The station is equipped with the latest modification hydro units, which have high technical parameters and efficiency.

First Wind Power Plant LLP is Kazakhstan’s first project in the field of alternative energy sources development, which has passed all stages of preparation in accordance with the current legislation on support for renewable energy sources. Commissioned on August 14, 2015.

A wind farm consisting of 22 turbines, each with a capacity of 2.05 MW, is located in the Akmola Region, near the city of Ereymentau. Since its commissioning, the wind power plant has generated 1,428,158 thousand kWh of electricity.

Energia Semirechya LLP is an enterprise established in 2009 to implement the project “Construction of a wind power plant in the Shelek corridor with a capacity of 60 MW with the prospect of expansion up to 300 MW” and further provision of services for the production and sale of electric energy, design, and construction of facilities using renewable energy sources. In 2022, Energia Semirechya LLP completed the implementation of the investment project “Construction of a wind power plant in the Shelek corridor with a capacity of 60 MW”.

Within the framework of the project “Expansion to 810 MW of RES project in Almaty region (Power China)” KGTE is working on the 1st stage – “Construction of 70 MW HPP on the Shelek River in Almaty region together with Powerchina”, the project is expected to carry out design and survey works and inclusion in the additional agreement to the signed MEA between the Republic of Kazakhstan and the PRC dated 12 November 2024.

The Company was established in December 2023 to implement RES projects in the Republic of Kazakhstan.

On 17 April 2024, in order to implement the projects of construction of thermal power plants in the cities of Kokshetau, Semey and Ust-Kamenogorsk by building new coal-fired power units, an Agreement was signed between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the projects of construction of coalfired thermal power plants in the cities of Kokshetau, Semey and Ust-Kamenogorsk on the territory of the Republic of Kazakhstan. On 24 June 2024, Samruk-Energy JSC together with Samruk-Kazyna JSC established a joint legal entity in equal shares of 50% – Semey Energy LLP.

On 17.06.2024, an agreement was signed between the Akimat of Pavlodar region and Samruk-Energy JSC on the transfer of Ekibastuz CHP to trust management through Energy Solution Center LLP. Ekibastuz CHP was built in 1960 and is the oldest CHP in Pavlodar region. The installed thermal capacity is 750 Gcal/hour. Since 2023, a large-scale repair campaign has been carried out at the CHP.

A service organization for the administrative support of the Group of companies of Samruk-Energy JSC, providing services for IT infrastructure support, internet resources, real estate management (rental, acquisition, construction), special office services (personnel outsourcing), as well as transport services. From the moment of transfer of Ekibastuz CHP, it has been a Branch of Energy Solutions Center LLP – Shared Service Center.

On 24 June 2024, Samruk-Energy JSC together with Samruk-Kazyna JSC established a joint legal entity in equal shares of 50% – Oskemen Energy LLP.

On August 29, 2024, a Contract was signed between Kokshetau CHP LLP and Inter RAO – Export LLC (RF) for the development of the project “Construction of CHP in the city of Kokshetau”.

The electric grid company Alatau Zharyk Company JSC (AZhK JSC) is the largest power system in southern Kazakhstan, supplying electricity to all consumer groups in the city of Almaty and Almaty region. AZhK JSC represents the main part of the electric networks of the Almaty energy hub with networks of voltage classes 220/110/35/6–10/0.4 kV. The company’s task is to ensure reliable and high-quality electricity transmission, while reducing commercial and technical costs and improving the technical performance of substation equipment, in compliance with occupational health and safety and environmental protection rules.

AlmatyEnergoSbyt LLP is one of the largest energy supplying organizations in Kazakhstan, providing electricity to more than 3.6 million residents and more than 38 thousand enterprises in the city of Almaty and Almaty region. The company is part of the energy complex of Almaty and Almaty region, consisting of generation, regional transmission, and energy supply companies. The share of AlmatyEnergoSbyt LLP in the total supply of electricity to consumers in the country is 7%.

On July 8, 2024, the Law of the Republic of Kazakhstan On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Heat Power Engineering, Electric Power Industry, and Regulated Services was adopted, according to which transmission organizations are required to obtain a license for the type of activity of purchasing electricity for the purpose of supplying consumers by January 1, 2025. In turn, licenses issued to energy supplying organizations remain valid until January 1, 2025, and such energy supplying organizations are required to ensure the transfer of consumers to transmission organizations by January 1, 2025.

Thus, in order to comply with the requirements of the law, AlmatyEnergoSbyt LLP will cease its core activities from January 1, 2025, and Alatau Zharyk Company JSC will begin activities for supplying electricity to consumers.
